Methodology: where the data comes from and how we calculate it

We use official open data only, check it and show it as it is: with the source, the period and the update date next to every number.

What each indicator means

Average salary

The accrued salary of a full-time employee for the month, before personal income tax and the military levy. Derzhstat calculates it from a survey of enterprises with 10 or more employees. Sole proprietors, small businesses and informal employment are not included.

Derzhstat publishes two similar figures: the average salary for the month and the average since the start of the year. We show the salary for the month. For August 2026 it is UAH 31,892. The year-to-date average is different, and it is easy to confuse the two.

Real salary growth

The change in salary over the year, adjusted for inflation: (salary this month ÷ salary in the same month a year ago) ÷ (consumer price index over the year ÷ 100) − 1.

Full-time employees

The average number of full-time employees in the same Derzhstat survey. It is not the number of all employed people in Ukraine.

Registered unemployed and vacancies

People who have unemployed status at the State Employment Service, and vacancies registered with it. Most people look for work without the Employment Service, so these numbers describe only part of the market.

List of vacancies and the median salary

The open list of current vacancies that employers submitted to the Employment Service on form 3-PN. We take the file for the first working day of the month. The median is the salary below and above which an equal number of vacancies offer. We do not store phone numbers or vacancy descriptions.

Gaps in the data

Occupied territories and small coverage

Ukrainian statistics do not cover the temporarily occupied territories. Crimea and Sevastopol are hatched on the map. Almost all of Luhansk oblast is occupied: its figures describe a very small number of enterprises, so we leave it out of the rankings. For Donetsk, Zaporizhzhia, Kherson and Kharkiv oblasts the data refer only to government-controlled territory.

How the site is updated

Once a month, on the 1st, a program checks whether the sources have published new data. If so, it downloads the files, validates them and recalculates the pages. If a check fails, the site keeps the last correct data and we get a notification. A late source is shown as late, not as zero.

Before publication we check that our calculations match the published numbers. For example, the average salary for February, April, May, June and July 2026 in our database exactly matches the numbers Derzhstat published for those months.

Revisions

Derzhstat and the Employment Service sometimes revise past data. We keep every version we downloaded, so any change can be traced.

Why figures from different sources do not match
